Puowaina Village Center

As of August 2019, HCDB has started cooperatively working with the Papakolea Community Development Corp. (“PCDC”) to develop the 14.533 acres of DHHL land on the slopes of Punchbowl. Their collective efforts are designed to address two project priorities identified by the homesteading communities of Papakōlea, Kalāwahine and Kewalo and included in the 2009 DHHL Papakōlea Regional Plan: 1) Native Hawaiian Education Culture Community Center; and 2) Hawaiian Homestead Kūpuna Assisted Living Center.

Similar to what was developed by the Nanakuli Hawaiian Homestead Community Association’s “Nanakuli Village Center” with the assistance of HCDB, this initiative will formulate, design, fund and construct the “Puowaina Village Center”, involving kupuna affordable housing, along with the appropriate educational, cultural, medical and community facilities. Commercial development is being considered but not a priority.

Along with the housing and learning facilities, just as important is the preservation and protection of existing cultural historic sites, which include a possible holua slide, pa lua and a phallic boulder.
